Criação das páginas .html.erb

Criação das seguintes páginas .html.erb:
- new.html.erb
- edit.html.erb
- _form.html.erb
- list.html.erb
O partial _form.html.erb é utilizado em new.html.erb (cadastrar notícia) e edit.html.erb (editar notícia). A página list.html.erb lista todas as notícias. Futuramente a listagem suportará filtros, busca, paginação, etc. Mas para o protótipo, basta listar as notícias, apresentando os títulos, autores e outros campos relevantes.
